High Tower is unlocked through normal game play when a player reaches level 173.
From the Diary:
"A strange package arrived at the Mansion. It was addressed to Richard and sent by Gustav Rätselschmidt shortly before his disappearance. Why was the delivery so delayed? It contained some memorable things, including a mysterious photo fragment. We began restoring it at once and, when we finished, an amazing discovery awaited us! An enigmatic Tower was imprinted in the photo. That makes it one of the rarest historical photos! What was Gustav trying to say? What is hidden inside the Tower? I must know!"
High Tower is one of the 34 pictures in the game that does not reward any combining elements, but does reward collection items that require a large number of combining elements to combine.

Rewards for PlayingEdit
High Tower is a Collection Item only Picture. This means its list of potential rewards for each play only contains regular Collection Items, mode dependent Collection Items (depending on what mode the Picture is currently in), and Quest Items (if a Quest is currently active for the Picture). The list of potential rewards for the High Tower is made up of 8 Collections added by the Guardian of the Desert Update.
When High Tower is first opened, it is at Novice level, and only the items from the To Richard from Gustav collection will be on the list of potential rewards. As the level of the Picture is increased, more and more items will be unlocked as potential rewards.
The amount of energy required to play the High Tower will increase as the level of the Picture is increased. The experience points and coins rewards for each win of the Picture will also increase to match the increase in resource demands.
